Chinese Kits, Russian Factory: Citroen Model Production Continues Despite Sanctions


 Stellantis ceased production in Russia in April 2022, but the following year, Russian operators teamed up with a Chinese partner to produce new Citroen models. In December of last year, Russian company Automotive Technologies imported at least 42 car kits to assemble the Citroën C5 Aircross model at the Kaluga facility, which is still majority-owned by Stellantis. The kits were manufactured by China's Dongfeng Motor Group. It is unclear whether the kits comprised parts subject to Western sanctions against Russia, to which Beijing is not a party, and the customs data and sources do not indicate that Stellantis was aware of the imports.

Russia's auto sector had historically relied largely on foreign investment, equipment, and parts, mainly from Europe. Stellantis cited logistical challenges and sanctions placed on Moscow as reasons for the suspension of operations. It owns 70% of the Kaluga factory, while Mitsubishi Motors holds the remaining 30%. Citroen cars are still on sale in Russia, and in December 2023, the Kaluga plant's managers held an official launch for the "production of medium-sized crossovers."
